Resistance is caused when the person is infected with 1 or 2 adult lice who are naturally resistant to the chemical and do not die. These 2 adults then reproduce and you have a whole new batch of lice that are resistant to that chemical.
When you re-treat with the same product, it is not effective on the new super breed of lice.
